[[キーワード能力]]、[[キーワード処理]]、[[能力語]]などのメカニズムそれぞれについて、Mark Rosewaterはそれが将来の[[本流のセット]]で再び使われる可能性を点数付けしている。点数は1～10の10段階で、高いほど[[再録]]されにくいことを示す。

その名前は[[マジック：ザ・ギャザリング|マジック]]史上最も[[壊れ]]ているメカニズムの1つ、[[ストーム]]に由来する。ブログ『[[Blogatog]]』において、ストームが将来のスタンダードで再登場する可能性を尋ねられたMarkは、「ほぼ再録されるものを1、まず再録されないものを10とすれば、ストームは10だ」と回答した。その後、様々なメカニズムに対して「この基準で言うなら◯◯はいくつ？」という質問が寄せられるようになり、やがて「ストーム値」はBlogatogの定番ネタと化した。そしてストーム値はその人気から、Markが執筆する公式記事「[[Making Magic -マジック開発秘話-]]」でも取り上げられるようになった。

**例として、ストーム値が9である[[土地渡り]]は[[統率者2018]]で[[ウィンドグレイス卿/Lord Windgrace]]に使われているし、名称の由来となった[[ストーム]]やそれと並ぶストーム値10の[[発掘]]ですら、[[アン・セット]]・[[Unstable]]の[[カラスの嵐雲/Crow Storm]]を経て[[モダンホライゾン]]で[[嵐の乗り切り/Weather the Storm]]や[[悪ふざけ/Shenanigans]]として再録されている。

**[[ニューカペナの街角]]にて落葉樹の範囲が拡大されてからは、ストーム値3相当の落葉樹メカニズムが増加している（[[サイクリング]]など）。

*ストーム値の高いメカニズムが本流のセットで再録されることは稀であるため、再録されれば当然ながら大きな話題になる。前述した[[イニストラードを覆う影ブロック]]での[[マッドネス]]（ストーム値8）や、[[基本セット2021]]での[[フェイジング]]（ストーム値9）に関連した[[フェイズ・アウト]]の再登場が代表的。
